I also have a question related to themes.
I am following a project (also on CodePlex) that uses the Fluent Ribbon library : BetterExplorer.
To sum up, their goal is to reproduce Windows 8 Explorer (with its ribbon) on Windows 7.
Developers of BetterExplorer told me that they couldn't use the Windows Basic theme because of Microsoft guidelines licensing issues... Is it true ? Are developpers (who want to create their own ribbon) are restricted to the Office UI theme ?

I tend to think that they can't use the Windows Basic theme because the Fluent Ribbon only uses Office 2010 UI, right ?
It's not really against Microsoft guidelines to create a software with a ribbon and the Basic theme, is it ?
Why I am asking this is because BetterExplorer UI (resizing it for example) isn't very fast, and I think it's because of this (Fluent ribbon's) Office window decoration theme.
