Fluent Ribbon is great! It's free and and good-looking but... it is really hard to use :-( Elegant ribbon - it is commercial ribbon so this is very expansive but it is... easy to use.

I'm actually finding it fairly easy to implement. Have you tried using Microsoft's very own fluent ribbon equivalent? I found it more difficult and doesn't offer backstage yet just the 2008 look.

As far as I know Elegant Ribbon is four years old ribbon for WinForms (not WPF!).

Oh, I didn't know about WPF, now I understand but is it possible to use Fluent Ribbon with Visual Basic?

WPF can be written using C# or Visual Basic yes. So therefore It stands to say yes you can use it with Visual Basic but as a WPF Project.
