compatible with the GPL v3

I'm a 6th semester student in software engineering.

At the moment I'm doing a thesis for my last semester.

I'm implementing a mind mapping software in c# 4.0.

The programm shall be provided under the GPL v3 license.

I'm using Fluent Ribbon. The MS-PL license is similar to the GPLv3, so my question is

can I use the fluent ribbon in my GPLv3 programm?

Sure, we don't mind to allow you to use Fluent where you want.

... So is it allowed to create GPL v3 applications based on the Fluent Ribbon (which is Ms-PL) ?
